With the loss of competition with international talents in recent years, the new act “Act for the Recruitment and Employment of Foreign Professionals” (Abbreviated as Foreign Talent Act hereafter) is implemented and validated from December 8th in 2018 to make up for the losses. To increase the willingness for foreigners to work in Taiwan, the government looses the strictness of regulations for foreigners to apply visa, work and stay in Taiwan as well as optimizes the welfare of insurance, rental and retirement to make a better environment for foreigners.

 

To reinforce the recruitment and keep the international talents ,promote the innovative ability of industries and develop 6 core strategic industries  in Taiwan, it is quite urgent and thirsting for talents all around the world. In addition, for the reconstruction of the cycle of global industries owing to the Covid-19 pandemic, the government further revise the Foreign Talent Act on October 25th in 2021 to attract foreign talents to work and stay in Taiwan. The must-to-see points of this revision as following:

 

  1. Increase the flexibility to recognize the foreign talents by broaden the coverage of professional skills to understand the models of global industries and recruit the professional talents.
  2. Loose the strictness of qualification of foreign graduates to work in Taiwan. The graduates from global top universities can work in Taiwan with professional and technical skills without 2 years of working experience.
  3. The required period of stay for foreign specialist to apply for APRC from 5 years shortens to 3 years and those who hold the doctoral degree are able to deduct another one year as well as master degree are able to deduct two years.
  4. Expansion of the welfare of preferential taxes for foreign specialists from 3 years to 5 years and exemption of foreign specialists in the identity of employer or owner of their own enterprises whose kins are also able to enjoy the privilege of exemption to pay the expenses of health insurance in 6 months.
